Project Overview
The Learning Center (TLC), a nonprofit organization founded in 1975, is seeking a website developer or development team to design and build its new website as part of its organizational transition.
TLC has evolved from being a direct learning institution for individuals with special needs into a resource and support organization for Special Education (SpEd) initiatives. The new website will serve as TLC’s main digital platform to communicate this transition, share its mission and impact, and engage partners, supporters, and the broader public.
The goal is to create a clean, mission-driven, and accessible website that supports visibility, storytelling, outreach, and future growth.
Scope of Work (Requirements)
The selected website developer will be responsible for end-to-end website design and development, including:
1. Website Design & Development
- Design a visually engaging website aligned with TLC’s mission and identity
- Build the site on a CMS platform so TLC staff can update content independently
- Ensure full responsiveness across desktop, tablet, and mobile devices

3. Security, SEO & Accessibility
The website must include:
- SSL certificate
- Secure admin access
- Regular backups
- Foundational SEO best practices
- Basic accessibility standards such as:
- Alt text
- Color contrast
- Screen reader compatibility
4. Training & Documentation
The selected developer must also provide:
- CMS training session for TLC staff
- User guide/manual for future updates and maintenance
- Documentation for site structure and content management
5. Post-Launch Support
The project requires:
- Basic technical support and maintenance for at least six (6) months after launch
