Project Overview
Tsawwassen First Nation (TFN) is seeking a qualified web partner to design, build, and launch a new website that replaces its current platform with a more modern, culturally grounded, and user-friendly digital experience.
TFN is a self-governing First Nation located in British Columbia, Canada. The new website will serve members, residents, partners, and the public by improving access to programs, services, notices, departments, policies, and community information. The project also aims to reflect TFN’s updated brand identity, culture, stories, and history in a respectful and engaging way.
This is a meaningful public-sector website project combining government services, Indigenous representation, community engagement, and modern digital service delivery.
Scope of Work (Requirements)
The selected vendor will handle planning, design, development, migration, training, and post-launch support.
1. Strategy, Discovery & UX
- Workshops with TFN Members and staff
- Review current website architecture, analytics, and content
- Identify gaps and opportunities
- Create sitemap and user experience strategy
- Improve navigation for multiple audiences
2. Website Design & Branding
- Apply TFN’s new brand identity
- Updated colours, typography, patterns, and visual guidelines
- Present TFN culture, art, stories, and history respectfully
- Wireframes and full visual mockups
- Mobile-first responsive design
3. Website Development & CMS
- Build a secure CMS-based website (WordPress, Drupal, or equivalent)
- Easy for staff to update with minimal complexity
- Modular templates and reusable content blocks
- WCAG 2.1 AA accessibility compliance
- Strong security practices

- Advanced search with filters
- Programs and services directory
- News and updates by department/category
- Events calendar with reminders / RSVP / downloads
- Document library for forms, notices, reports, policies
- Multimedia support (video, audio, galleries)
- Artist and cultural showcase section
- Analytics dashboard

- Optional password-protected member-only area
5. Content Migration & Launch Support
- Migrate existing content
- Reformat pages where needed
- Assist TFN staff with new content preparation
- Full QA testing across devices and browsers
- Hosting and security recommendations
- Post-launch troubleshooting

- Staff training sessions
- Admin guide
