Project Overview
The Labour Market Information Council (LMIC) is seeking a qualified vendor to redesign and rebuild its website into a modern, scalable digital knowledge hub for labour market information in Canada.
LMIC is a pan-Canadian nonprofit organization that works with governments, researchers, employers, educators, and other stakeholders to improve the accessibility and quality of labour market data. The new website will serve as a central platform for research publications, dashboards, tools, and insights that help Canadians make informed workforce and education decisions.
The current site has grown organically over time and now faces limitations in content structure, searchability, user experience, and CMS flexibility. This project is a full digital transformation focused on content architecture, technology, and usability.
Scope of Work (Requirements)
The selected vendor will be responsible for complete redesign, CMS implementation, migration, integrations, and launch.
1. Discovery & Planning
- Conduct stakeholder interviews
- Full content audit to identify outdated or redundant content
- Review analytics and user behavior
- Develop sitemap and content architecture
- Define audience journeys and pathways
2. CMS Strategy & Architecture
- Recommend and implement a scalable CMS
- Structured content models for current and future products
- Taxonomy/tagging for filtering, search, and related content
- Roles, permissions, and approval workflows
- Full bilingual content management (English/French) using structured translation workflows
3. Website Design & Development
- Fully responsive desktop/mobile website
- Modern, accessible interface aligned with LMIC brand
- Reusable modular page components
- Search and filtering functionality
- Support for multiple content types including:
- Reports
- Blogs
- Dashboards
- Landing pages
- Glossary entries
- Research resources
4. Integrations & Functionality
- HubSpot integration for gated content, forms, CRM tracking
- Dashboard integration (Tableau and other tools) as native site experiences
- User interaction tracking for dashboards
- Potential secure member-only/restricted sections
5. Analytics & SEO
- Google Analytics + Google Tag Manager
- Event tracking (downloads, forms, dashboard interactions)
- SEO strategy to preserve and improve rankings
- Redirect strategy for existing URLs
6. Content Migration
- Migration plan and execution
- Metadata preservation
- Improved content organization during migration
7. QA, Training & Support
- Cross-browser/device QA
- Staging environment for approvals
- Staff CMS training (recorded)
- Written documentation
- 60–90 day post-launch support minimum
- Ongoing maintenance options

Budget
LMIC has allocated a budget of up to $120,000 CAD inclusive of all fees and taxes.
Proposals must include:
- Cost by project phase

- Phased or prioritized approaches if needed
