Project Overview
Keepers of the Circle (KOTC), an Indigenous hub operated by the Temiskaming Native Women’s Support Group in Northeastern Ontario, is seeking a web design and development firm or individual developer to build a fully custom Indigenous-focused interactive educational website from scratch.
The platform will support the Amik Wigiwamikewen initiative, providing free online training on green and healthy construction, culturally safe workplaces, and cultural competency for Indigenous women, Two Spirited people, other underrepresented tradespeople, employers, and unions. The website must be engaging, accessible, culturally safe, easy for KOTC staff to manage, and capable of supporting future growth and potential monetization.
Scope of Work (Requirements)
The selected vendor will design, develop, test, launch, and support the interactive learning platform, including:
Interactive Learning Experience
- Click-and-drag activities
- Click-and-flip interactions
- Scroll-based lists and highlighting
- Hover-to-reveal interactions
- An interactive house used to navigate an entire chapter of building topics
- Video and activity-based educational experiences
User Accounts & Learning Progress
- User registration and login
- Save and track individual learning progress
- Certificates of completion
- Different content experiences for employers and employees
- Analytics dashboard covering site visits and general engagement
Accessibility & Inclusive UX
- Audio content
- Transcripts and captions
- Day and night viewing modes
- Accessible font options
- Mobile-responsive experience
- User experience accommodating different accessibility needs
- Holistic and trauma-informed approach to the learning experience
Indigenous-Focused Design
- Fully custom visual design aligned with KOTC branding
- Incorporate graphics created in-house by KOTC
- Nature-based and Indigenous-centered visual direction
- Culturally safe language, visuals, navigation, and user experience
- Avoid cultural appropriation
CMS, Technology & SEO
- Fully custom website build
- CMS allowing KOTC staff to manage content independently
- Secure hosting recommendations
- Basic SEO setup
- Architecture capable of supporting future monetization
- Administrative control for KOTC staff
Training, Maintenance & Support
- Minimum six months of post-launch support
- Staff training
- Documentation for editing content, uploading videos, and reviewing analytics
- Clear warranty terms
- Annual maintenance and support package options
The RFP also places a strong emphasis on equity in procurement. Preference will be given to Indigenous women-led, Indigenous-led, women-led, and Northern Ontario-based businesses, and vendors must demonstrate cultural understanding and an ability to work respectfully with Indigenous communities.
