End-to-End Dashboard: Digital platform creation (NAVIGATE) – Budget up to £55,000

Project Overview

The Connected Places Catapult is seeking a delivery partner to design and develop NAVIGATE, a scalable digital platform that brings together fragmented datasets related to the UK’s zero-emission aviation ecosystem. The platform will provide government agencies, airports, industry, investors, and policymakers with a single interface to explore innovation activity, stakeholder relationships, hydrogen infrastructure, funding flows, and system-wide dependencies that support the UK’s transition to zero-emission flight. The initial engagement covers the design, development, testing, and deployment of a Minimum Viable Product (MVP) on Microsoft Azure.

Scope of Work (Requirements)

The selected delivery partner will be responsible for:

UX Design & User Experience

  • UX research and wireframing
  • User interface design for all MVP modules
  • Validation with representative end users
  • Alignment with predefined user stories, epics, and feature hierarchy

Solution Architecture

  • High-level and detailed solution architecture
  • Modular, scalable platform design
  • Interoperable data architecture
  • Future-ready framework for post-MVP expansion

Data Integration & Processing

  • Integrate multiple public and open data sources
  • Automated data ingestion pipelines
  • Data validation, transformation, and enrichment
  • Data quality controls and lineage
  • Scheduled data refresh processes
  • Azure-based data processing infrastructure

Platform Development

  • Full MVP application development
  • Microsoft Azure deployment
  • UK data residency compliance
  • User authentication and access controls
  • Secure cloud infrastructure

Testing & Quality Assurance

  • Structured end-user testing
  • Defect resolution
  • User acceptance testing (UAT)
  • Final production deployment and sign-off
