Project Overview

Nashwaak Rural Community (NRC) is seeking one primary contractor to handle the redesign and migration of its municipal website along with ongoing website hosting, technical support, managed IT services, Google Workspace administration, cybersecurity, and user help-desk support.

The website must be modern, accessible, mobile-responsive, secure, and manageable by NRC staff. The broader managed IT engagement is intended to reduce the municipality’s reliance on internal technical knowledge while establishing clear support procedures, cybersecurity controls, documentation, and ownership of all municipal accounts and technology assets.

Scope of Work (Requirements)

1. Website Redesign & Migration

The selected provider will:

  • Assess the existing website, content, domain, hosting, integrations and administrator access.
  • Redesign the website with a modern, professional, mobile-responsive design appropriate for a New Brunswick local government.
  • Implement an accessible CMS that NRC staff can manage without specialized technical knowledge.
  • Meet WCAG 2.1 Level AA, where applicable.
  • Migrate relevant existing content and preserve or redirect important public URLs.
  • Provide sitewide search and clear navigation.
  • Provide emergency-notice functionality and analytics.
  • Support content for public notices, Council agendas/minutes, bylaws, policies, budgets, plans, employment, procurement, newsletters, community information and emergency information.
  • Provide online forms, including Council delegation registration.
  • Provide a public community-events calendar integrated with Google Calendar.
  • Support appropriate links or embedded connections to Capital Region Service Commission maps.

2. Hosting & Website Technical Support

Ongoing services include:

  • Secure website hosting
  • SSL certificates
  • Domain and DNS administration
  • Software updates
  • Monitoring
  • Backups and restoration
  • Security controls
  • Maintenance of integrations, forms and calendar connections
  • Response to defects, outages, malware, vulnerabilities and accessibility issues
  • Staging/safe-change procedures where appropriate
  • Continued administrator and recovery access for NRC

3. Managed IT & Help Desk

The contractor will support approximately 17 staff and Council users, including:

  • Google Workspace, Gmail and Google Drive administration
  • Account onboarding/offboarding
  • Permissions, licences and security settings
  • Password resets and MFA assistance
  • Remote help-desk support during business hours
  • Municipal computers, laptops, printers and standard peripherals
  • Software installation and updates
  • Endpoint protection and operating-system patching
  • Backup and recovery reviews
  • Device, licence and warranty inventories
  • Technology purchasing and lifecycle advice

4. Cybersecurity & Incident Response

The provider must:

  • Assess the existing environment during transition.
  • Identify vulnerabilities and priority improvements.
  • Administer appropriate security controls such as MFA, privileged access, endpoint protection, logging, patching and account monitoring.
  • Provide a 24/7 reporting method for critical cybersecurity incidents or organization-wide outages.
  • Triage critical incidents promptly.
  • Support containment and recovery.
  • Immediately notify NRC of unauthorized access, data loss, material vulnerabilities or security incidents.
  • Support development and annual review of an incident-response and technology-continuity procedure.
