The Canadian Association of Midwives (CAM/ACSF) is seeking a qualified web development partner to rebuild its digital ecosystem through a modern, bilingual, accessibility-first website transformation.
CAM/ACSF is the national professional association representing registered midwives across Canada. It advocates for equitable access to midwifery care and supports professional development nationwide. The organization’s current WordPress website has evolved organically over time and now requires a strategic rebuild aligned with its refreshed brand identity, improved user experience, and future growth needs.
This project includes three connected digital properties:
- Public website: canadianmidwives.org
- Member portal: members.canadianmidwives.org
- Staff portal: staff.canadianmidwives.org
The selected vendor will rebuild these platforms within the existing WordPress + CiviCRM infrastructure.

Scope of Work (Requirements)
The selected vendor will deliver full strategy, design, development, migration, optimization, and training services.
1. Theme Design & Brand Integration
- Design or adapt a custom WordPress theme aligned with CAM/ACSF’s updated brand
- Fully responsive layouts
- WCAG 2.1 AA accessibility built in from day one
2. Main Website Rebuild
- Redesign public-facing bilingual website
- Improve information architecture and navigation
- Support content migration (CAM provides final content)
- Dynamic news/content manageable by staff without developers
3. Member Portal
Build a secure bilingual member-only portal with:
- Searchable knowledge base
- Resource centre
- Member authentication through CiviCRM
- Role-based access controls
4. Staff Portal
- Improve usability of the internal staff portal
- Role-based permissions
- Better internal content management workflows
5. Analytics, SEO & Growth
- Full GA4 analytics strategy across all three properties
- Event and conversion tracking
- Funding partner conversion measurement
- SEO strategy targeting Canadian and global funders/partners
- KPI reporting for non-technical staff
6. Bilingual Content Management
- Full English/French framework
- Language toggle system
- Page equivalency management
- Independent editing by language
- Identify untranslated content
7. Accessibility, Security & Performance
- WCAG 2.1 AA compliance
- Manual + automated accessibility testing
- Fast load speeds through caching, image optimization, CDN tuning
- Work within existing hosting environment
8. Training, Documentation & Support
- CMS training for staff
- Written or recorded documentation
- Post-launch maintenance plan
- Hourly support rates and monthly availability proposals
CAM retains ownership of all code, assets, content, domain, and hosting accounts.

- Proposal Deadline: May 8, 2026 at 5:00 PM EST
- Contract Award: June 1, 2026
- Kickoff & Discovery: June 2026
- Design & Development: August–December 2026
- Testing & QA: November 2026
- Launch & Handover: February 2027
Budget
The total available project budget is $45,000 CAD.
If the full scope cannot be completed within budget, vendors must propose:
- Out-of-scope items
- Recommended phased delivery plan
Post-launch support is funded separately and is not included in the $45,000 project fee.
