City of Oshawa Website Redesign

Project Overview

The City of Oshawa (Ontario, Canada) is inviting Expressions of Interest from experienced vendors to support a future full redesign of its municipal website ecosystem, including:

  • oshawa.ca (primary site)
  • oshawaeconomicdevelopment.ca (microsite)
  • oscc.ca (microsite)

This initiative aims to create a modern, user-centered, accessible, and fully integrated digital experience for residents, businesses, and stakeholders.

This is the first stage (RFEOI) of a multi-phase procurement process, which will later move into a formal RFP and vendor selection.

Scope of Work (Requirements)

The future project will involve a complete transformation of the City’s digital presence, including:

1. User Experience & Accessibility

  • Fully responsive design across devices
  • Compliance with AODA and WCAG 2.2 standards
  • Accessibility certification before launch
  • Multilingual support and translation capabilities
  • Features like text resizing, high contrast mode, and screen reader compatibility

2. Content Management & Publishing

  • Robust CMS with customizable templates
  • Workflow with up to three levels of approval for 60+ users
  • Version control with rollback capabilities
  • Tools for content creation (media embeds, formatting, galleries, etc.)
  • URL management (short links, redirects, anchors)

3. News, Events & Engagement

  • News modules with subscriptions and scheduling
  • Up to 12 event calendars across sites
  • Public event submissions with approval workflows

4. Forms, Payments & Tools

  • Support for 500+ dynamic forms with workflows and reporting
  • Integration with payment systems (e.g., Moneris)
  • Interactive tools such as a property tax calculator

5. Integrations & Data Connectivity

Integration with multiple municipal and third-party systems, including:

  • SharePoint, ESRI, Siteimprove, Constant Contact
  • City systems like Lagan, Cityview, gtechna
  • Document management, analytics, and engagement tools

6. Technical Infrastructure & Security

  • Cloud-based, scalable hosting environment
  • Single Sign-On (SSO) support
  • High-traffic handling and load testing
  • XML sitemap generation
  • Compliance with:
    • AODA
    • PCI DSS
    • MFIPPA
  • Security assessments (TRA, PIA)

7. Training & Support

  • Comprehensive staff training
  • Ongoing maintenance and support
  • After-hours support for critical issues

  • Future RFP Stage: To follow after RFEOI shortlisting
