Project Overview

The Global Covenant of Mayors for Climate & Energy (GCoM) Secretariat, supported by C40 Cities, is seeking a qualified technology partner to manage and enhance its multi-platform digital ecosystem. The engagement covers ongoing website development, technical maintenance, hosting, database administration, UX/UI improvements, and new feature development across its primary website and associated initiative platforms.

GCoM’s main WordPress website includes a searchable resource library, an interactive marketplace, multilingual content, and a city directory containing data for more than 14,000 committed cities. The additional platforms include Innovate4Cities, Urban Transitions Mission, and the City-Business Climate Alliance.

Scope of Work (Requirements)

A. Website Maintenance & Technical Operations

  • Maintain WordPress core, plugins, scripts, and website functionality across multiple domains.

  • Manage hosting, DNS, server environments, database health, and automated backups.

  • Monitor uptime, security, broken links, and site performance.

  • Provide technical support for bugs, layout changes, and content asset updates.

  • Maintain custom database tables supporting city profiles, mapping tools, and climate commitment tracking.

B. Feature Development & UX/UI Enhancements

  • Improve website navigation, user journeys, page layouts, and content presentation.

  • Develop reusable templates, campaign landing pages, and initiative-specific microsites.

  • Enhance regional content hubs while maintaining consistent branding.

  • Improve city profile pages, directory displays, search, and multi-variable filtering.

  • Develop interactive maps, resource marketplaces, and other custom tools as required.

C. Database & Data Management

  • Optimize database queries and performance for large city datasets.

  • Maintain custom metadata and content-tagging frameworks.

  • Improve batch data imports and exports across city profiles and partner reporting channels.

  • Support data synchronization across websites and platforms.

  • Improve the usability and performance of geographically based data and mapping tools.

D. Hosting, Security & Service-Level Support

  • Provide ongoing infrastructure monitoring, backups, security patches, and technical maintenance.

  • Establish clear service-level agreements (SLAs) for incidents, bugs, and outages.

  • Maintain database integrity and cross-domain reliability.

  • Provide a single point of contact for technical requests and incident escalation.

E. Project Governance & Collaboration

  • Conduct weekly or biweekly meetings to review priorities and requests.

  • Use a structured task-order process for new features and technical consulting.

  • Provide clear estimates, timelines, and approval workflows before work begins.

  • Supply specialists as needed, including project managers, business analysts, developers, database administrators, QA engineers, UX researchers, and UI designers.

The RFP also asks vendors to address digital carbon-footprint reduction and alignment with C40’s equity, diversity, and inclusion goals.
