Project Overview

The County of Brant Public Library (Ontario, Canada) is seeking a qualified vendor to design, develop, implement, and host a new public-facing library website.

Serving a population of approximately 42,800 residents across five branches and a mobile service, the library’s website is its primary digital touchpoint—connecting users to collections, programs, accounts, and community resources.

The goal is to deliver a modern, user-friendly, accessible, and secure website that reflects the library’s services while supporting ongoing content updates and evolving community needs.

Scope of Work (Requirements)

The selected vendor will deliver a full end-to-end website solution, including:

Website Design & UX

  • Intuitive navigation and seamless user experience
  • Clear presentation of library services, programs, and collections
  • Fully responsive design across desktop, tablet, and mobile

CMS, Development & Integrations

  • Easy-to-use CMS with WYSIWYG editing capabilities
  • Migration of existing website content

    • Library systems (e.g., SirsiDynix Symphony, Bibliocommons)
    • Engagement tools (e.g., PatronPoint)
    • Analytics (Google Analytics)
  • Advanced search functionality with typo tolerance and sitemap support

Accessibility & Compliance

  • Compliance with AODA and WCAG 2.1 Level AA standards
  • Screen reader compatibility and keyboard navigation
  • Accessibility reporting and testing prior to launch

Security & Hosting

  • Secure hosting within Canada with 99.9% uptime SLA
  • Multi-factor authentication (MFA) for admin users
  • AES-256 encryption for stored data
  • Daily encrypted backups and disaster recovery planning
  • Protection against common vulnerabilities (XSS, CSRF, SQL injection, DDoS)
  • HTTPS with TLS 1.3 encryption

Performance, SEO & Testing

  • Core Web Vitals optimization and performance testing
  • SEO-ready structure with metadata and schema support
  • User Acceptance Testing (UAT) before launch
