Request for Proposal for Website Technical Management, Infrastructure and Support Services

Project Overview

The International Confederation of Midwives (ICM) is seeking a qualified vendor to provide ongoing website technical management, infrastructure oversight, and support services for its digital ecosystem.

ICM represents 139 midwifery associations across 118 countries, supporting over one million midwives globally. Its digital platforms play a critical role in sharing resources, supporting member organizations, and advancing global maternal and reproductive health initiatives.

The selected provider will manage and support a network of websites and domains, ensuring security, uptime, and long-term technical stability.

Scope of Work (Requirements)

The contractor will provide ongoing support across multiple digital properties, including:

  • The main ICM WordPress website with several hundred pages
  • The Midwives Data Hub, a WordPress-based platform integrated with ArcGIS technology
  • Two to four microsites under the main domain
  • Three smaller Webflow-hosted sites
  • Approximately seven domains (potentially up to ten)

1. Technical Maintenance (WordPress Sites)

Responsibilities include:

  • Updating WordPress core, themes, and plugins
  • Compatibility testing after updates
  • Routine security checks and vulnerability monitoring
  • Functionality checks for forms, plugins, and integrations
  • Preventative monitoring to minimize downtime
  • Quarterly technical health reports

2. Technical Support (All Sites)

Support covers WordPress sites, Webflow sites, and microsites:

  • Troubleshooting broken forms, integrations, and display issues
  • Resolving technical errors and unexpected behavior
  • Advising on technical questions related to domains, DNS, SSL, hosting, and migrations
  • Coordinating with third-party developers
  • Supporting the migration of new websites under the ICM domain

3. Infrastructure and Domain Management

Responsibilities include:

  • Oversight of domain registrations and expiration monitoring
  • DNS and SSL monitoring and troubleshooting
  • Hosting incident response and advisory support
  • Infrastructure guidance and technical recommendations

Service coverage must be available Monday–Friday, 09:00–17:00 CET, with defined response targets such as 2-hour response for critical incidents and 24-hour response for high-priority issues.
