International Seabed Authority Website Redesign RFP 2026

Project Overview

The International Seabed Authority (ISA), an international organization established under the United Nations Convention on the Law of the Sea, is seeking an experienced digital agency or consortium to redesign and implement its corporate website and content management system (CMS).
The project aims to improve website usability, information architecture, accessibility, multilingual content delivery, and access to the Authority’s digital resources. The selected contractor will first assess ISA’s existing digital platforms and develop a strategic roadmap, followed by the design and implementation of a modern corporate website that connects users with institutional repositories, meeting records, registration services, marine data, and other online platforms.

Scope of Work (Requirements)

The selected contractor will be responsible for the following:

  • Discovery and stakeholder research: Review the current website, digital platforms, content governance, business processes, and user needs. Conduct stakeholder consultations and establish success measures.

  • Digital strategy and information architecture: Recommend website navigation, content structure, governance practices, user journeys, and a prioritized implementation roadmap.

  • UX/UI design: Develop a visual design system, responsive page templates, and reusable components, with design validation by ISA.

  • Website development and CMS implementation: Build the front-end application, configure the CMS, and establish reusable content models, editorial workflows, user roles, and permissions.

  • Accessibility and multilingual support: Deliver a user interface compliant with WCAG 2.2 AA, with multilingual capabilities and SEO and generative engine optimization (GEO) best practices.

  • Repository and digital platform connections: Improve access to ISA’s institutional repository and connect the corporate website with priority platforms. Potential work may include repository enhancements or migration, subject to approval after discovery.

  • Content migration and quality assurance: Plan and execute content migration with support from ISA, validate content, test the website, and resolve defects before delivery.

  • Technical integration and handover: Coordinate with ISA’s internal team on back-end systems, APIs, and hosting. Provide source code, configuration, design assets, technical documentation, administrator training, and knowledge transfer.

Why This Is a Great Opportunity, and for Whom

This RFP is a strong fit for established web development agencies, digital transformation firms, and multidisciplinary consortia with experience delivering large institutional websites and content-heavy digital platforms. Agencies with proven CMS implementation, accessibility, multilingual websites, repository search, and enterprise API integration capabilities should be well positioned. Experience with UN organizations or intergovernmental bodies is an advantage, although it is not mandatory. The seven-year operating-history requirement and emphasis on comparable projects mean this opportunity is best suited to experienced firms rather than freelancers or newly established agencies.
