ICTC Corporate Website Redesign RFP 2026 – $200K CAD Budget

Project Overview

The Information and Communications Technology Council (ICTC), a Canadian not-for-profit organization focused on strengthening Canada’s digital economy, is seeking a qualified web development vendor to design, build, and launch a new corporate website.

Currently, ICTC’s online presence is spread across its corporate website, programs website, and a separate microsite for immigration-focused programs. The organization wants to bring its corporate identity and information into a unified website that helps job seekers, employers, educators, and policymakers find relevant information, research, and programs.

The new website will use WordPress CMS and include bilingual English and Canadian French content, accessible and mobile-friendly design, AI-assisted user features, and integration with ICTC’s AI-powered Digital Economy Explorer. The initial design and build must be completed by March 31, 2027, with a soft launch planned for July–August 2027.

Scope of Work (Requirements)

The selected vendor will be responsible for the following work:

  • Website design and UX/UI: Develop wireframes, prototypes, page templates, and design mockups. Conduct user testing and refine navigation and user journeys based on the findings.
  • WordPress CMS development: Build a modular website with drag-and-drop page builders, reusable components, role-based permissions, content scheduling, and bilingual English and Canadian French versions.
  • Responsive and accessible design: Deliver a mobile-first website that meets WCAG 2.2 Level AA accessibility requirements and supports accessible content editing.
  • Content migration: Migrate existing research reports, PDF files, news releases, blogs, and event listings in both languages. ICTC will confirm the final content inventory.
  • Program and resource navigation: Create consistent program landing pages and tailored mini-site experiences, helping users find relevant services, research, and registration pathways.
  • Digital Economy Explorer integration: Integrate the separately developed Digital Economy Explorer, including connections to its third-party vendors and AI/API functions. Development of the Explorer itself is outside this website contract.
  • AI-assisted user features: Propose and implement an off-the-shelf conversational text and voice chatbot or agent to help users navigate the website and find relevant ICTC programs and resources. AI features must include abuse prevention and controls for monitoring and limiting usage costs.
  • Hosting and system integration: Continue using ICTC’s existing hosting provider, UpSun, unless a well-supported alternative is proposed within budget. Ensure appropriate data transfers to ICTC’s existing Drupal-based ClientPortal.
  • SEO and analytics: Configure metadata, XML sitemaps, structured data, search engine integrations, generative engine optimization, Google Analytics 4 migration, and Google Tag Manager.
  • Privacy and security: Meet applicable Canadian privacy requirements, OWASP security standards, and the RFP’s technical security controls. All production data, backups, logs, and third-party AI data must remain hosted in Canada.
  • Training and handover: Train ICTC staff, provide training documentation, and deliver technical documentation covering the website architecture, CMS configuration, and routine workflows. Include 90 days of technical support after launch.
