Project Overview

The State of Delaware Department of Education (DDOE) is seeking a qualified vendor to design, maintain, and promote a centralized, web-based recruitment and talent management portal serving all Delaware public school districts, charter schools, and the Department of Education.

This system will replace and expand the existing Join Delaware Schools (JDS) platform and is intended to be the statewide hub for educator recruitment, application management, and workforce analytics. The State plans to fund and support the platform through 2030, with long-term continuation tied to platform adoption and performance.

Scope of Work (Requirements)

The selected vendor will deliver a full end-to-end recruitment and talent management solution, including:

Recruitment & Job Promotion

  • Centralized job posting for all instructional and non-instructional roles
  • Direct posting to job boards and social media platforms
  • Employer branding, design, and active recruitment support

Applicant & Hiring Management

  • Online applications for single or multiple positions
  • Customizable application requirements by employer
  • Applicant document uploads (resumes, transcripts, references, etc.)
  • Applicant tracking, screening, ranking, and referral tools
  • Status notifications and automated communications

Data, Reporting & Integrations

  • Integration with existing systems and historical data migration
  • Real-time and longitudinal reporting for workforce planning
  • Data sharing with state systems (licensure, HR, certification tools)
  • Exportable reports and dashboards

Platform, Security & Accessibility

  • Secure, cloud-based, browser-accessible system
  • Mobile-friendly design
  • Role-based access control for administrators, recruiters, and hiring managers
  • Compliance with federal and state accessibility and legal requirements

Implementation, Training & Support

  • Data conversion completed within 90 days
  • Full system implementation by July 1, 2026
  • Vendor-led training for all user types
  • Ongoing help desk support and incident management with defined SLAs
  • End-of-contract transition support and data handoff

Key Dates

  • RFP Issued: January 2026
  • System Go-Live Required: On or before July 1, 2026
  • Contract Duration: Through December 31, 2030 (subject to performance and funding)

Milestones include project planning within 30 days of contract award, data migration within 90 days, and user acceptance prior to statewide launch.
