Project Overview

The City of Gaylord, Michigan is seeking a qualified website development and hosting firm to design, build, migrate, and support its official municipal website.

The project includes transitioning the City’s domain from .com to .gov, modernizing the website’s design, and ensuring full compliance with ADA Title II and WCAG 2.1 AA accessibility standards, with planning for WCAG 2.2 AA. The new site must provide intuitive navigation, strong search functionality, and an easy-to-manage cloud-based CMS for City staff.

Scope of Work (Requirements)

1. Design & Development

• Create a fresh, professional design aligned with City branding
• Provide at least two design mockups for review

2. CMS Implementation

• Secure, cloud-based CMS
• Drag-and-drop editing tools
• Document uploads, event/calendar management
• Page templates
• Role-based staff access

3. Migration & Domain Transition

• Migrate content from www.cityofgaylord.com
• Transition domain to www.cityofgaylord.gov
• Manage DNS setup and redirects
• Conduct QA testing prior to launch

4. Accessibility & Compliance

• Ongoing accessibility monitoring tools or reporting
• Documentation for future WCAG updates
• Staff training on maintaining accessible content

5. Hosting, Security & Maintenance

• Secure hosting with 99.9% uptime
• SSL certification, encryption, malware protection
• Ongoing maintenance, updates, backups, and technical support
• Compliance with .gov domain security standards

6. Training & Support

• CMS training for City staff
• Written documentation
