Project Overview

Jefferson Parish is seeking a qualified web design and development firm to redesign and redevelop two public-facing websites: JPOIG.net and JPECC.net. The objective is to replace outdated, difficult-to-navigate sites with modern, transparent, and user-friendly platforms that promote ethics in government and help prevent fraud, waste, and abuse.

The project includes recommending a suitable content management system (CMS), redesigning both websites, migrating all existing content, and providing guidance on a future-ready hosting environment. While this is primarily a one-time redesign effort, options for post-launch support may be considered.

Scope of Work (Requirements)

The selected vendor will be responsible for:

  • Assessing and recommending an appropriate CMS (WordPress or similar open-standard platform)
  • Redesigning both JPOIG and JPECC websites with a clean, professional, and intuitive UI
  • Delivering a fully mobile-responsive and WCAG 2.2 Level AA compliant website
  • Improving site navigation, usability, and content organization
  • Developing interactive features, including:
    • Public dashboards (financial findings tracker and parish funds tracker)
    • Secure online reporting forms for fraud, waste, abuse, and ethics complaints
  • Implementing a searchable document repository with embedded PDF viewing
  • Migrating all historical content, reports, and documents
  • Recommending and supporting migration to a suitable hosting environment
  • Providing administrator documentation, training, and deployment runbooks
  • Ensuring performance, security, and accessibility standards are met
