Project Overview

The City of Golden Valley, Minnesota is seeking a qualified branding and creative partner to lead a comprehensive citywide rebranding initiative. The goal is to develop a refreshed brand identity and story that reflects Golden Valley’s mission, values, and unique community character, while supporting economic development, community pride, and consistent communication across all City functions.

This effort aligns with the City Council’s 2030 Strategic Directives to strengthen community identity and improve engagement through clearer, more cohesive branding.

Scope of Work (Requirements)

The selected firm will deliver end-to-end brand development services across four phases:

Phase I – Kickoff & Engagement

  • Support formation of a community steering committee
  • Facilitate internal project kickoff and a community kickoff event

Phase II – Research & Analysis

  • Conduct qualitative and quantitative research (surveys, focus groups, interviews)
  • Review existing City branding, assets, and prior studies
  • Assess community perceptions and competitive positioning
  • Deliver a research summary and implementation budget recommendations

Phase III – Creative Concept & Design

  • Develop at least three brand concepts, including:
  • Logos, color palettes, taglines, and visual elements
  • Messaging frameworks and brand storytelling
  • Facilitate review, refinement, and City Council recommendation

Phase IV – Implementation & Brand Management

  • Produce a comprehensive brand standards guide
  • Provide rollout and implementation plans across:
  • Print, digital, website, media, signage, vehicles, apparel, and partners
  • Deliver a long-term brand maintenance and evaluation plan

Firms may also propose optional add-on services, priced separately.

Key Dates

  • Questions Due: January 30, 2026 (4:30 PM CST)
  • Proposals Due: February 6, 2026 (4:30 PM CST)
  • Interviews / Presentations: February 17, 2026
  • Consultant Selection: February 20, 2026
  • City Council Contract Review: March 17, 2026
  • Project Timeline: March 18, 2026 – October 31, 2026 (approximately six months)

Budget

The City has allocated $70,000 for this project. Proposals must present clear, phase-based pricing on a not-to-exceed basis and demonstrate fair market value.
