Project Overview

The Office of Hawaiian Affairs (OHA) is seeking a qualified digital partner to redesign and modernize the Native Hawaiian Data Book website (ohadatabook.com). The Data Book is a critical public resource that provides demographic, statistical, cultural, and historical data about Native Hawaiians and Hawaiʻi.

The goal of this project is to transform the current site into a modern, interactive, and accessible data platform that improves usability, supports data exploration, and encourages public engagement while remaining scalable for future growth.

Scope of Work (Requirements)

The selected vendor will be responsible for end-to-end website redesign and implementation, including:

Assessment & Planning

  • Review the current website, datasets, and content
  • Conduct stakeholder and user consultations
  • Develop a detailed project plan, information architecture, and content migration strategy

UX & Visual Design

  • Create wireframes and interactive prototypes for key pages
  • Apply responsive design for desktop, tablet, and mobile
  • Align visuals with OHA branding and cultural values
  • Meet WCAG 2.1 AA accessibility standards and Hawaiʻi EIT accessibility requirements

Website Development

  • Implement a modern, user-friendly CMS for OHA staff
  • Migrate existing datasets and content
  • Build advanced search, filtering, and dataset download functionality
  • Develop dashboards, charts, maps, and interactive data visualizations
  • Enable analytics for usage tracking and reporting
  • Ensure security, performance, and long-term scalability

Testing, Training & Launch

  • Perform cross-browser, device, accessibility, and performance testing
  • Provide staff training, SOPs, and technical documentation
  • Support launch and provide post-launch maintenance and support

  • RFP Issued: January 23, 2026

  • Responses to Questions Posted: February 6, 2026
  • Proposals Due: February 24, 2026 (2:00 PM HST)
